Vision:

d.University is the District of Columbia’s premier organization for delivering strategic learning and development that encourages employee engagement and promotes organizational transformation resulting in DDOT mission achievement.


Mission:

As an integral component within the District Department of Transportation (DDOT), the mission of d. University is to continuously improve the knowledge, skills, and abilities of all Agency employees so they can:

  • think critically
  • communicate effectively
  • adjust to a changing work environment
  • enhance their quality of work

Strategic Goals:

  • To ensure d. University ‘s learning and development is aligned with DDOT’s mission
    • Conduct needs assessment
    • Hold periodic discussions with leaders and executives to stay in line with current or predicted future changes

 

  • To deliver DDOT learning and development programs
    • Use the Needs Assessment to develop and maintain curricula
    • Develop training modules to support curricula

 

  • To ensure equitable and relevant learning and development through well-developed Individual Development Plans (IDP)
    • Ensure all new supervisors and employees understand the Performance Management and IDP processes and the need to collaborate throughout both

 

  • To act as learning and development consultants
    • Identify learning and development opportunities
    • Determine qualified vendors to meet learning and development needs
    • Identify and engage DDOT Subject Matter Experts (SMEs) to develop and deliver internal training
    • Advise management and employees on best courses available for specific needs
    • Conduct training surveys
    • Stay current on new training opportunities and vendors

  • To administer processes which enable timely and quality delivery of learning and development programs
    • Schedule courses
    • Ensure timely registration
    • Manage learning and development systems (LMS)
    • Develop and maintain Standard Operating Procedures (SOPs)
    • Collaborate with learning and development liaisons
    • Manage training vendors and consultants
    • Coordinate and manage training logistics, space and venues
    • Maintain Learning and Development website
    • Maintain and manage learning and development budget/FHWA funding
    • Manage Pcard
    • Develop training reports to provide critical data to plan and manage training operations
    • Evaluate Return on Investment (ROI)
    • Develop metrics and milestones
